The Ministry of Economic Development and Trade proposed to maximally secure the collection of donations into money – box relying on the experience of the charity forum “All Together”and the Diema’s Dream Fund.

The box for collecting charitable donations can only be used to raise funds for charitable activities (defined in Article 2 of the Federal Law of April 7, 2020 No. 113-FZ “On Amendments to the Federal Law ” Charitable Activities and Volunteering (Volunteering) “.
Among the mandatory requirements for boxes intended for collecting charitable donations are the following:
* A box for collecting donations is established on the basis of an agreement between the owner of the premises and a non-profit organization. Except the premises (where money-box is located) is owned or
* The box for collecting donations must be assigned an inventory number, it must be equipped with information about the organization that collects donations (name, postal address, TIN, account number); it is necessary to indicate the name of the program or other act in accordance with which the collection of donations will be carried out; domain name and / or network address of the organization’s official website (if any); contact information by which the benefactor can obtain information. The box must be sealed with paper tape signed and stamped by the organization or with a numbered seal.
The draft resolution proposes that a portable donation box can be moved by a volunteer or an employee of the organization who has a power of attorney or an agreement with the organization. Information about the installed donation box with the box installation address is posted by the organization within 3 business days on its official website (if available).
A stationary box for collecting charitable donations should be installed in such a way that the possibility of its movement for outsiders is as limited as possible.
The rules are established for the collection of funds and other property for charitable purposes.
The draft also sets out the rules for retrieving property collected with the help of a charitable donation
According to the Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova “the draft resolution is aimed at eliminating fraudulent activities in collecting charitable donations and increasing public confidence in charitable organizations. Its adoption will expand the opportunities for charitable activities.”
According to Elena Volodina, director of Diema’s Dream Fund, almost all expert comments based on the experience of collecting our fund since 2009 were taken into account in the latest version of the developed documents.
“In this way our foundation and other non-profit organizations will be able to fully comply with the requirements of the legislation and maintain openness, transparency and efficiency of fundraising procedures through donation boxes. In addition the rules after being adopted will protect philanthropists from unscrupulous organizations and private fraudsters and will help raise the professionalism of our non-profit organizations to a new professional level ”Elena Volodina said.
